Developers are expected to finish their projects --- extend or tap into utilities, pave the roads, finish the sidewalks and complete all work on
their projects. But we know it doesn’t always happen that way. Some developers go bankrupt and abandon their construction projects leaving
incomplete houses, empty foundations and unfinished utility connections. And some of these abandoned projects sit “idle” for decades.

before the entire project is completed. It also enables
Morningstar to break this large housing development
down into smaller projects that can be timed to
accommodate resident needs, and be responsive to
changes in the market.”
