Biscotti Ripieni Vanilla Cookies with Chocolate Buttercream Filling

Makes about 18 filled cookies
1/2 cup sugar
6 ounces (1 1/2 sticks) unsalted butter
1 large egg
Grated zest of 1 navel orange
1 1/4 cups all-purpose flour
1 tsp. salt
